lib/fconf: Update 'set_fw_config_info' function

Updated the function 'set_fw_config_info' to make it generic
by doing below changes:

1. Rename function name from 'set_fw_config_info' to 'set_config_info'
2. Take image_id as an argument so that this function can set any
   config information.
