Unique names for defines in the CPU libraries

This patch makes all the defines in the CPU libraries unique,
by prefixing them with the CPU name.

NOTE: PLATFORMS USING THESE MACROS WILL HAVE TO UPDATE THEIR CODE
TO START USING THE UPDATED NAMES
