The variable is_fwu_initialized was initialized after
plat_fwu_set_images_source() is called.
But some functions called by plat_fwu_set_images_source() for STM32MP1
implementation expect is_fwu_initialized is set to true with asserts.
Rename is_fwu_initialized to is_metadata_initialized, and set it before
plat_fwu_set_images_source() is called.

Add a helper function to pass the metadata structure to the
platforms. Platforms can then read the metadata structure and pass the
boot index value, i.e. the bank(partition) from which the firmware
images were booted, to the Update Agent.

Renamed hw_crc32 to tf_crc32 to make the file and function
name more generic so that the same name can be used in upcoming
software CRC32 implementation.

Implemented FWU metadata load and verification APIs.
Also, exported below APIs to the platform:
1. fwu_init - Load FWU metadata in a structure. Also, set the
addresses of updated components in I/O policy
2. fwu_is_trial_run_state - To detect trial run or regular run
state
