To make software license auditing simpler, use SPDX[0] license
identifiers instead of duplicating the license text in every file.

This patch adds support for secure setup of the SoC on CSS
platforms in BL1.
This change is required to provide memory access to normal
world images that take part in upcoming Firmware Update feature.
