mescc: Support heterogeneous variable init. 

* module/language/c99/compiler.mes (decl->info): Support heterogeneous
  variable init.
* scaffold/tests/83-heterogenoous-init.c: Test it.
* build-aux/check-mescc.sh (tests): Add it.
