scm+test: Factor-out math and vector.

* module/mes/base-0.mes (quotient): Remove.
* module/mes/scm.mes (quotient): Add.
* tests/scm.test: Remove arithmetic/math tests.
* tests/math.test: New file.
* GNUmakefile (TESTS): Add it
