mes: getopt-long: Support stop-at-first-non-option.

* module/mes/getopt-long.scm (process-options): Fix parsing `-'.  Add
  parameter: stop-at-first-non-option.
  (getopt-long): Add keyword parameter #:stop-at-first-non-option.
