allwinner: Enable workaround for Cortex-A53 erratum 1530924 

BL31 reports the following warning during boot:

  WARNING: BL31: cortex_a53: CPU workaround for 1530924 was missing!

Resolve this by enabling the workaround on the affected platforms.
