FVP: bl2: optionally map ARM_OPTEE_PAGEABLE_LOAD_MEM

If SPD_opteed is defined map ARM_OPTEE_PAGEABLE_LOAD_MEM in bl2 to
allow loading of OP-TEE paged part.
