Maximum Power Mitigation Mechanism (MPMM) Bindings

|MPMM| support cannot be determined at runtime by the firmware. Instead, these
DTB bindings allow the platform to communicate per-core support for |MPMM| via
the ``HW_CONFIG`` device tree blob.
